The NEM-PUF which is mentioned here is actually created by using extremely tiny silicon nanowire that is suspended in a liquid between 2 gates that simply representing 1 and 0. However, during the manufacturing process, the liquid gets evaporated and the wire randomly sticks to one of the gates. Hence, when a bunch of these chips based on PUFs will be put together, simply it will create a long and a random security code.
